Programs that provide financial assistance and supportive services that stabilize households in their current housing or help them to move into new housing without first entering the shelter system or experiencing homelessness. Services may include financial assistance (short or medium-term rental assistance, security or utility deposits, utility payments, moving cost assistance), housing relocation and stabilization services, legal assistance (generally mediation), credit counseling and case management. The goal is to help households resolve their crisis, secure short-term financial or rental assistance as needed, and access ongoing sources of support in the community in order to remain housed. If the individual or family is unable to stay in their existing housing, the prevention program helps the household to find an alternative housing arrangement that is safe, reasonably affordable and adequate.

Mutual support groups whose members were previously affiliated with one of the branches of the armed forces, their families and friends. The groups meet in-person, by telephone or via the Internet; may focus on former prisoners of war, veterans of specific wars, e.g., the Gulf War, women who are veterans or other specific veteran populations; and allow participants to share their experience, strengths and hopes and put their lives back together if they have been troubled by homelessness, disability, substance abuse, depression or other issues related to their service to the country.

Programs that offer therapeutic sessions that focus on the system of relationships and communication patterns among family members and which attempt to modify those relationships and patterns to achieve greater harmony. The therapist focuses on the family as a unit rather than concentrating on one of the members who is singled out as the person in need of treatment.

Programs that offer personal therapeutic sessions in which the therapist works on a one-to-one basis with clients to help them resolve their mental, emotional or social problems.

Programs that provide emotional support, information and guidance for veterans who have emotional problems including post traumatic stress disorder relating to experiences in the service, or who are having other difficulties adjusting to their civilian status.

A disorder affecting individuals who have experienced a psychologically traumatizing event which is characterized by reexperiencing the event through recurrent and intrusive recollections or dreams of the event, or the sudden feeling that the event was recurring; numbing of responsiveness or reduced involvement with the external world beginning sometime after the trauma; and/or one or a combination of other symptoms including hyperalertness or exaggerated startle response, sleep disturbance, guilt about surviving if others have not, memory or concentration impairment, avoidance of memories that recall the trauma and intensification of symptoms when exposed to events that symbolize or resemble the trauma.

The parents, children or spouses of people who are on active duty with one of the branches of the armed forces, who have retired from the armed forces following a military career, or who have been honorably discharged as veterans of military service. Included are families of deceased veterans.

Individual practitioners, programs, and/or systems whose approach to engaging people with a history of trauma involves recognition of the presence of trauma symptoms and acknowledgement of the role that trauma has played in their lives. The approach can be implemented in any type of service setting or organization and has been used in the delivery of a broad range of services including mental health, substance use, housing, vocational or employment support, domestic violence and victim assistance, and peer support. However, it is distinct from trauma-specific interventions or treatments that are designed specifically to address the consequences of trauma and to facilitate healing.
